Let's use B05.02 to illustrate how the system works.
Task Groups or Items of Business were numbered starting at 200, through 299. The next Task Group or Item was then numbered 200A, and went to 299A. Then 200B, through 299B. And so on until some distant future date when we will reach 299Z.
Suppose an Item involves multiple ballot items. This can be accommodated. If we use 263C to illustrate, the items become 263.1C, 263.2C, 263.3C, etc. (A good example is the balloting of terms in B05.93 where we are using numbers such as 9310.52, 9310.53, 9310.54, etc.)
