Rationale

UPDATE: The pending ILS defined in this rationale will be launched in April 2022. The delays in performaing the ILS were due to lack of available resources during the COVID pandemic. The ILS performed for the precision and bias of this standard did not produce sufficient data to establish reproducibility. This work item is for the purpose of collaborating to perform a new ILS.
