Rationale

Change to add an option to use nylon slings in Section 12.3. Nylon slings apply the resistive load distributed across the face of the pole similar to the effects of the soil when the pole is loaded. The slings are versatile for a greater range of pole diameters and do not create points of localized pressure, unlike the wooden saddle.
