Rationale

D6871 was reestablished as a current Std after it dropped off the active Std list due to elapsed time for revision. When it was reestablished, the Std had many edits that were not applied, but were previously agreed to in prior ballots. However, the main issue that continuously received negative votes on multiple ballots was additive disclosure language, which was finally resolved and agreed to Internationally in the Spring of 2022.
