Rationale

A262 currently uses the term "extra low carbon" without defining the term nor where to look for it. The term is used for determining when a sample requires the sensitization heat treatment prior to testing. The specification also needs additional clarity for when and when not grades that contain stabilization elements also require the sensitization heat treatment. The goal of this update is to clarify all of these items.
