Rationale

Most manufacturers conduct testing via ASTM F970 that exceeds the specific PSI limits contained within the document and mark the test result as a “modified” test. Additionally, both standard and modified tests are commonly done with different apparatuses than the one listed in ASTM F970 / ASTM F1914. To bring this test method current with common practices, this ballot removes the maximum weight and adds direct language about the three main Indentation Machines used for this testing.
