Rationale

During the December 2022 D02 meetings, David Forrester made a request that additional guidance be added to Appendix X8 of D4814 to supplement the recently approved reference of D8148 (owned by Subcommittee 14) into the workmanship section (and Appendix X8.1) of D4814. In addition, data from a field study studying the correlation between D8148 HCI rating and visual rating methods of D4176 are used to give guidance on utilizing D8148 to determine workmanship properties of fuels covered under D4814.
