Rationale

Add a definition for "imaging spectrometer" to E284-22 Standard Terminology of Appearance. A draft definition developed by a small group was presented during the 01/2023 E12.01 meeting. E12.01 members raised points that the definition should address, and so a formal work group is here formed to finalize the definition for ballot.
