Rationale

There is currently a definition for least count in E6. At this time, there is no E28 standard that uses the term least count and E28.91 was going to ballot to remove least count from E6. Also at this time, there is a ballot item for E4 that uses the term least count. This ballot item is an attempt to better define least count for its use in E4 and if it gets into E4 it will eventually be put in E6 per the E28 Bylaws.
