Rationale

Section 18.1 mandates that concrete test specimens used for acceptance testing shall be cured "...under standard moisture and temperature conditions..." as outlined in C31/C31M. There are no "standard moisture and temperature conditions" outlined within C31/C31M. ASTM C31/C31M specifies that concrete test specimens either undergo standard curing or field curing. The requirements for "standard curing" cylinders are outlined in C31 Section 10.1 and subsequent subsections. The ballot item removes the phrase that is undefined and replaces it with a specific reference of "standard curing", which has specific curing requirements. This item has been previously balloted and has been revised to address flexural strength.
