Rationale

This standard is up for review. We would like to reapprove the standard as is, with the understanding that we have opened a new work item to remove the test procedure included in the specification and make it a separate procedure. Creating a new procedure is going to take time. If we waited for the new procedure, it would cause this specification to be removed from the books.
