Rationale

The standard contains language in Section 7 (Rejection and Rehearing) that implies that failures in testing should be reported ONLY to the veneer plaster manufacturer, when most tests are system test, involving more than just the veneer plaster. More specific language is needed that addresses the nature of the tests.
