Rationale

ASTM D546 was recently balloted for reapproval. It received one negative vote because Note 2 contained mandatory language. The note was discussed in detail at the December subcommittee meeting. The subcommittee concluded that Note 2 is an important part of the procedure, the mandatory language should remain, and thus, the note should be moved into the main text of the standard. Therefore, this ballot item moves Note 2 into a new section 7.2.1. Additionally, the following steps of the procedures are being placed in new sections 7.2.2, 7.3, and 7.4 to better define the steps of the procedure. All following notes will be renumbered.
