Rationale

This standard is quickly approaching it's withdrawal date. This revision will address many of the complaints that have been raised about the complexity of the standards. It will be reorganized to improve the flow and simplified where possible. The revision will include 5 different methods with explicit instructions which are based on the maximum particle size. Flow charts will be added to clarify the steps involved in testing different materials. Finally, the connection with D7928 will be provided along with the appropriate equations and procedures.
