Rationale

A revision to update referenced section numbers, remove jargon, and the following updates for each section. Section 1 updated to revise the Units (section 1.8) statement and add the Barriers to Trade caveat (section 1.10). Section 3 updated to revise terms and headings. Section 4 was added to include a “Summary of Test Methods” section, all subsequent section numbers are updated. Section 5 updated to add referenced method numbers in parentheses. Section 10.5 updated subsection labels for consistent in the format of “Method (name)” for easier reference.
