Rationale

This standard was withdrawn due to not having a ballot action within the required period. There is a lot of interest in the reinstatement of this standard. It was last balloted to D18.08 on July 17, 2023 (23-04) where it received two negatives and four comments. The changes included on the previous ballot along with some to address these negatives and comments are reflected on this ballot. It is hopeful that we can pass this through quickly for reinstatement and address any additional concerns as new business once it has a new date.
