Rationale

As currently written in existing section 7. Finish and Adherence of Coating, the adherence of the initial coating is conflated with performance of the coating during any subsequent fabrication activities by the user. By creating a separate section 8. Fabrication, a user who chooses to fabricate after galvanizing has more clarity as to what to expect and the likely need for repair. This information is already in the specification, and this proposed revision does not add to or remove any existing requirements but does format existing language in manner to make it easier to understand.
