Rationale

The 2023 ballot received negatives votes which were not resolved the prior to the December 31, 2023 deadline. In accordance with ASTM regulations, this Standard was withdrawn. This new concurrent ballot reinstates this Standard, and makes numerous changes to (1) address comments and negative ballots, (2) update referenced documents, (3) add clarity, and (4) reflect the fact that numerous states have promulgated regulations or issued guidance on the use of monitored natural attenuation. The table below indicates where changes have been made and the rationale for each change
