Rationale

After the recent approval of D4814-24, a user commented that the placement of the superscript for Footnote C in D4148-24 Table 4 that refers to summer volatility requirements for SIP and RFG applicability is confusing. The most recent version, as well as other versions after D4814-19, show the superscripted C on volatility classes for multiple states starting in June and running through September 15th. Earlier versions of D4814 show the superscripted C by the name of the state rather than in the table by a month. A working group is being formed to investigate the best placement of the superscript for Footnote C and any verbiage changes that might also be needed.
