Rationale

IP 638 was successfully balloted as an alternative to D924 in D7826 (see D02.J0 (24-01) Item 005 and D02 (24-03) Item 013). Those changes have not yet been incorporated into the standard guide (latest version D7826-23b). Section 6.3.2.6 warns the reader about possible test variability. The warning however only applies to the D924 method. The recent modification to D7826 unfortunately failed to make that distinction. This ballot item intends to correct that mistake.
