Rationale

The task group has been asked to enhance the training requirements in Section 9. We have written some language that adds a requirement to better document training and ensure training comprehension. We have tried to consider all size operators and believe this is critical to improve the safe operation of our industry. We intend to address documentation for procedural changes and annual refresher training in a future ballot.
