It has been brought to the attention of the F1193 Task Group (TG) that sub-manufacturers and suppliers are often not aware of F1193 requirements when providing associated services. F1193 does not identify information regarding the use of sub-manufacturers and suppliers for amusement rides and devices other than the reference of the component supplier in section #3 “Significance and Use” which is not in harmony with other international standards or the norms of quality manufacturing. 3.1 The purpose of this practice is to provide the minimum manufacturing requirements for amusement rides and devices and to provide the minimum requirements for a written quality assurance program for an amusement ride or device manufacturer, or component supplier. 3.2 This practice is not intended to include manufacture of off-the-shelf parts, components, or assemblies that (a) are standardized items; (b) are commercially available without requiring custom design, engineering, or manufacture; and (c) meet published performance specifications, testing data, or specific ratings. Upon review and further discussion within the committee, the TG is submitting this ballot for the third time so that manufacturer(s) shall make available F1193 information to applicable sub-manufacturers and suppliers so parts and components will meet F1193 requirements (when applicable). As mentioned, several nationally recognized standards, including ISO 9001, EN 13814, EN1090, etc., address sub-manufacturer and supplier information. It is generally agreed that ASTM should not require a lower level of quality documentation than other internationally recognized standards. This ballot was originally distributed with the goal of adding a simple statement to enhance awareness of the need to obtain F1193 documentation from sub-manufacturers, but that met resistance from several groups concerned that it required additional work. Therefore, the TG has reconfigured the new text below to harmonize F1193 with the language from international standards (EN and ISO) for sub-manufacturers.
