Rationale

The 2023 ballot received negatives votes which were not resolved the prior to the December 31, 2023 deadline. In accordance with ASTM regulations, this Standard was withdrawn. This new concurrent ballot reinstates this Standard, and makes numerous changes to (1) address comments and negative ballots received on the June 2024 ballot, (2) update referenced documents, (3) add clarity, and (4) reflect the fact that numerous states have promulgated regulations or issued guidance on the use of monitored natural attenuation. This ballot is for the specific and limited changes in E1943 that are shown in the table below and the text that follows the table.
