New Guide for Facility Condition Assessments (FCAs)

1. Scope
On April 10, 2024, ASTM Subcommittee E50.02 approved a motion to open a Work Item for the development of a Standard Guide for Facility Condition Assessments (FCAs). The decision resulted from the E50.02 update of the E2018 Standard Guide for Property Condition Assessments, which is commonly cited in scopes of work for FCAs. The E2018-24 standard guide is suitable for transactional uses (e.g., to support acquisitions and financial underwriting due diligence), but less so for asset management, capital planning and maintenance management applications required by facility owners and managers. Subcommittee E50.02 met with representatives of Subcommittees E53.01 and E06.25 to discuss the development effort and concluded that E50.02 would be an appropriate subcommittee for the development effort. Currently, over 10 members are interested in contributing, and a meeting is scheduled on 10/10/24 (ASTM Fall Committee Week, Orlando, 08:00-09:00 EST), to discuss the preliminary guide outline and next steps.

Rationale

Standardization research associated with FCA's has largely focused on organization of asset information (Inventory, tagging, etc.). While a variety of standards and guidelines do exist to support an FCA project, standards and guidelines are underutilized, and the industry lacks an integrated asset management and facility management standardization approach to conduct an FCA.
