Rationale

This ballot is to verify competency requirements for manufacturers and associated sub-manufacturers. This new language also harmonizes with other international norms related to competency, including but not limited to ISO 9001 section #7.2. The addition of this competency section aligns ASTM F1193 with ISO 9001 competency requirements, providing a standardized reminder of the importance of competency in roles affecting the performance and safety of amusement rides. As many manufacturers in the amusement ride industry are already ISO 9001 certified, this section is intended to reinforce existing practices rather than impose new requirements. This alignment ensures that all personnel involved in ASTM F1193-relevant duties meet established standards of education, training, and experience, contributing to consistency and safety across the industry.
