Rationale

8.3 of A182 prohibits the addition of elements unspecified by A182's chemistry table. Many grades produced to A182 have additions of unspecified elements such as Al, Ca, Nb, V, etc that customer specifications require. Several members of the subcommittee recall the purpose of 8.3 was to prevent steelmakers from adding unspecified elements but not reporting them. The replacement wording will accomplish that goal without prohibiting the addition of unspecified elements in all cases.
