Rationale

To correct SI conversion values for temperatures, tensiles and impacts where needed and to remove reference to producer in lieu of manufacturer for consistency and because producer is not defined in A941. Also remove fractions and relace with decimal/SI values consistent with A01.22 harmonization efforts.
