Rationale

Annex A3 of E112-13 was authored by a number of individuals and being so ambiguities arose in a number of sections. In addition the descriptions of the procedures and techniques were confusing and incomplete. The purpose of rewriting Annex A3 is to eliminate the ambiguities and clarify the procedures and techniques.
