Rationale

This ballot is intended to add an option to grind the ends of cylinders according to AASHTO standard R 119M/R 119 so that those who only grind cylinder ends per R 119M/R 119 do not have to go through the motions of presenting or getting certified for sulfur capping per C617/C617M or using pad caps per C1231/C1231M when they need to obtain accreditation for C1077. A watermarked version of AASHTO R 119M/R 119 is included in the ballot for reference, but it will not be attached to C1077 if the balloted item is approved.
