Rationale

The currently published version of F3232 Standard Specification for Flight Controls in Small Aircraft still includes the ATC Applicability tables. F3232 references F3061 for definition of the ATC categories, but this was removed at revision F3061-22. This leaves the F3232 ATC tables orphaned and there is a need to revise F3232 to mimic the in-paragraph applicability to match F3061. This ballot makes no changes to the technical content of the standard, it only presents the applicability in a different format.
