Rationale

During the task group meeting on 10 Dec 2024 in Orlando, it was noted that no current standard specification requires the items outlined in sections 7.1.3.7 and 7.1.3.8, which outline how to estimate strain energy if a load elongation curve is unavailable. Based on the task group's discussion, it was recommended that the content of these two sections be moved to an appendix to remain available for reference but to remove it from mandatory language. This ballot intends to execute that recommendation. Further, 7.1.5 has proposed revisions to reflect the move of this language to an appendix.
