Rationale

A request was made to add a workable data pretreatment for multiple lots of different check standards using published test method precision instead of site precision. This seems to fit best in D6299, Section 8.2.2 as Case 3. One objective of the requestor is to have a consistent metric for comparing multiple measurement systems and their performance at multiple different test result levels. The second objective is to have a standardized metric to use for evaluation of system performance for check standards when the site precision (R’) for the ARV has not been determined, and may only be inferred.
