ASTM F2659 includes specific procedures, equipment requirements, and measurement criteria, aligning it with the definition of a Test Method. • Industry Alignment: Transitioning to a Test Method provides greater utility for end-users by formalizing the procedures and clarifying its application. • Precision and Bias: As a Test Method, F2659 precision and bias statement, will also be submitted as a proposed change. Flexibility in Application: The standard accommodates both calibrated instruments and non-calibrated devices that can still be used effectively through agreements on acceptable performance levels with interested parties. • User Responsibility: Ensures users and stakeholders, including flooring manufacturers, agree on the interpretation and applicability of test results. • Avoids Over-Specification: Avoids limiting the standard’s applicability by requiring strict precision and bias data for instruments that may not need it.
