Reinstatement of E3033-16 Standard Guide for Beneficial Use of Landfills and Chemically Impacted Sites (Withdrawn 2025)

Rationale

Guide E3033 has not been revised or updated since 2016. During the period 2022-2024, the Subcommittee E50.03 Task Group received considerable feedback on E3033, and many revisions have been suggested. The purpose of this ballot is to revise E3033 to address negative ballots that were received on the September 2024 version and address comment and concerns from Federal agencies and other members. The significant changes made in this version of E3033 are the following: • The focus of this guide is changed to that of a risk management tool. The title of this Guide has been amended to Standard Guide for the Risk Assessment Screening for the Beneficial Use of Inactive and Unregulated Solid Waste Disposal Sites and Chemically-Impacted Sites. • The Sections 1 and 4 (Scope and Significance and Use, respectively) have been revised to describe the process for estimating human health risks. • Redundant and confusing terms in Section 3.1 have been removed or revised for clarity. • The risk assessment screening is based upon verifiable information; exposure pathways must be complete or potentially complete. • Exposure scenarios must be developed for different types of users of the site (e.g., guests, casual users, employees (groundskeeping), vendors at festivals) • The environmental professional must visit the inactive and unregulated solid waste disposal sites and chemically-impacted sites being evaluated and verify that, if necessary, engineering controls are in place and that they adequately render exposure pathways incomplete or reduce human exposures to acceptable levels. • “Beneficial use” is limited to recreational uses. • This guide is not applicable to solid waste disposal sites subject to regulation and permitting under RCRA Subtitle D.
