Rationale

The standard has been through several rounds of balloting and has been revised multiple times. It has fallen off the books and is now being balloted for reinstatement. The issue of “should” vs “shall” has been addressed, units have been made consistent with current D18 requirements, terminology has been updated, Figure 2 has been divided into 2A (logarithmic scale) and 2B (linear scale), and several edits were made in response to the D18.91 review performed. If minor issues are found with the standard, including with formatting or numbering, the Technical Contact humbly requests that they be registered as comments so the ballot item can proceed.
