Rationale

Update the definition for the term “effective crack size”, based on the working group’s findings and add this back in Section 3.1 (general definitions) of E561. Note that the proposed Fig. Z is used with multiple terms, including “effective crack size”, “plastic zone boundary”, “plastic zone radius” and “plastic zone size.” This same figure will be referenced for each term.
