Rationale

The perimeter fire barrier definition is a circular definition. The suggested change makes the definition stand alone and helps clarify 14.2.2.1 since it has clearly defined boundaries in the definition. Additionally, for further clarification we have added a figure that clearly shows the boundaries described by the definition and referenced in 14.2.2.1. Only 3.2.11 and 14.2.2.1 are being balloted with the suggested changes.
