Rationale

D2113 provides guidelines for drilling and sampling rock that are referenced in many other standards. It helps to reduce the length and complexity of these standards and encourage good drilling and sampling practices. D2113 has been withdrawn, but only for lack of attention. The more inclusive title change recognizes that core drilling maybe be used for other purposes. Note that the simplistic core recovery calculation has been moved into a definition.
