Rationale

This Work Item is being created to address an issue with creating P&B statements for ASTM E1592 and similar standards that are structural tests to failure and often result in variations of 10% or more of with specimens. The need for a P&B statement is questionable with such large variations, as the results are usually applied to design criteria with a factor of safety of 1.67 or larger.
