Rationale

This standard became a mandatory component of several test methods over the last few years and users are now being rigorously audited for accreditation - commercial labs and Nadcap have found that various parts of the language are not transparent to them and currently their interpretation makes it commercially unfeasible. The subcommittee believe that there is potential to improve language for easier reading and clarity of less expert users, without the need for major technical changes.
