Revision of F3681-24 Standard Consumer Safety Specification for Beach Umbrellas and Anchor Devices
Rationale
There are editorial and technical changes made to increase the knowledge of providers (e.g., manufacturers, distributors, retailers, municipalities, rental companies, and resorts) and users of beach umbrellas and anchors. These changes also increase the safety of users of beach umbrellas and visitors to beaches. Editorial Changes • Correction of typographical errors in formulas and label text. • Manual renumbering of items as needed to be consistent. Technical Changes Safety: • The pull test must be done with a fully assembled umbrella. Using only the bottom of a pole that is designed to separate is not allowed. This is to ensure that the anchor is tested to a sufficient level of resistance. • Added text to clearly communicate that a test in a wind tunnel fails if the umbrella fails in any way. This is to ensure that the anchor is tested to a sufficient level of resistance. Knowledge Enhancement: • Definition of the term “integrated” was added to address beach umbrella systems in which the anchor and the beach umbrella are considered a single unit, as opposed to an anchor and beach umbrella sold separately. • Referenced directly ASTM F3681 in Warning Label text to ensure that a consumer chooses an anchor that is compliant with this standard. This is to ensure that the consumer does not choose an anchor that is inadequate for the beach umbrella. • The word “ANCHOR” was added to the Compliance Label to be more explicit and to tie directly to the details in this standard. • Added a requirement for the packaging of the beach umbrella to display the actual square footage of the beach umbrella canopy plane, allowing the consumer to select a compliant anchor for that beach umbrella. This is to ensure that the consumer does not choose an anchor that is inadequate for the beach umbrella.
