New Specification for Children's Step Stools
1. Scope
This consumer safety specification addresses incidents associated with children’s step stools identified by the U.S. Consumer Product Safety Commission (CPSC). In response to incident data compiled by the CPSC, this specification attempts to minimize the following hazards: durability, finger entrapment, fall and tip-over hazards. This specification is intended to cover normal use and reasonably foreseeable misuse or abuse of the product(s). 1.1 This consumer safety specification establishes testing requirements for structural integrity and performance requirements for children’s step stools. It also provides requirements for labeling. This standard does not include testing protocols for standing towers or adult step stools. Refer to Fxxxx Safety Specification for Children's Standing Towers which applies to furniture with a rigid structure that is intended to be used as a support for a standing child to elevate their height to countertop level and which provides guardrails or barriers on all sides surrounding the occupant or ANSI-ASC A14.11-2018 – American National Standard Safety Requirements for Stepstools which applies to self-supporting portable climbing devices that are 36” or less with duty ratings of 200 – 375 lbs.This standard also does not include testing protocols for seating functions. Refer to F2613 Safety Specification for Children's Chairs and Stools or F404 Safety Specification for High Chairs for products with a seating function. 1.2 This consumer safety specification is intended to minimize injuries to children resulting from normal usage and reasonably foreseeable misuse or abuse of step stools. 1.3 This specification covers children’s step stools.
