Rationale

This revision adds a testing procedure for child resistant portable pool ladders. While the clause 5.1 on ladders already required that any ladder provided with portable pools under the scope of the standard be child resistant for children under 5 years of age, it did not previously provide a de?nition or procedure for verifying the child resistance of a ladder. By adding the Addendum to the standard with a testing procedure derived from the test principles of the Poison Prevention Packaging Act (PPPA), the revision seeks to provide criteria for qualifying portable pool ladders as child resistant.
